James A., "Skip" Fowler, senior partner, has over thirty years in local government law, including thirty years as City Attorney for Altamonte Springs. He also serves as City Attorney for the City of Cocoa Beach and has previously served as City Attorney for the City of Deltona and the City of Dunnellon. Specializing in the area of municipal law, Mr. Fowler's expertise ranges from annexation and bond work to utilities, zoning and growth-management. Mr. Fowler also works on a variety of planning, zoning and development matters, including cable and telecommunications issues. He is additionally frequently consulted by other private and city attorneys and city managers on matters of municipal law and is employed by other cities as special counsel. A hands-on, self-starter, Mr. Fowler is able to perform in virtually any position of city government, from finance director to city manager. Mr. Fowler served as the first City Attorney for the City of Deltona for seven years until that position was brought in house in 2003 and was intimately involved in all areas of organizing and developing Deltona.

Mr. Fowler is a former member of the statewide High Speed Rail Authority and is a member of the Florida, Alaska and Illinois Bar.
